Thank you for your email. As you are aware we are currently preparing a document that outlines our rationale for a proposed solution. In response to your specific queries.
- clarity on the timeline and approach of DLRCC in advance of a ballot of residents and confirmation that residents would be balloted in advance of a vote by Councillors
We would not progress any detailed designs in advance of the ballot. The purpose of the ballot is to establish whether there is support for a proposed solution

Re: Traffic Calming in the Redesdale Estate
Dear Mr. Geraghty,
Regarding the traffic control issues in Redesdale Estate, it has come to the attention of the Redesdale Residents Association (RRA) from communications with Local Councillors that a prominent candidate measure being discussed in DLRCC is the introduction of modal filters at a number of locations in the estate, including Sweetbriar Lane, Dale Road and Rathmore Avenue.
We understand that this is following an evaluation by engineers of various options, including modal filters, signage, road markings, one-way systems, speed ramps, surface-based deterrents - including rumble strips, cobble stones or rigid concrete. However, it is unclear why these options appear to have only been considered in isolation as we are of the opinion that none of these measures alone would yield an effective traffic calming outcome in the estate. Consequently, the RRA is of the opinion that a combination of these traffic calming options should be considered before the proposed introduction of modal filters. We would also like confirmation that the relevant traffic experts, perhaps outside of the Active Travel Dept, have examined any traffic calming options that are proposed.
To date, we have only seen indistinct drawings of proposed modal filters from Local Councillors, from which it is unclear where exactly the proposed modal filters would be placed. Further detail of any proposed plan and rationale for the use of filters in the estate by DLRCC is requested. It is also the opinion of the RRA that the use of modal filters to cut-off say one of the roads in the estate, without measures being addressed in the remaining through-roads, would cause a concentration of traffic on the roads that remain open. Consequently, it is the view of the RRA, that this approach would not serve to wholistically address the traffic issues in the estate.
We understand from discussions with a number of Local Councillors, that the DLRCC is considering a public consultation and balloting of residents, specifically in the use of modal filters. If such a ballot is to proceed, the RRA is of the strong option, having engaged with many of our residents, that only those residents impacted by the proposed changes in the immediate areas of the Redesdale estate should be included in the ballot, and that it would not be appropriate to include areas outside the boundaries of the Redesdale Estate. The estate includes the following roads: Dale Road, Dale Drive, Dale Close, St Kevins Park, Anville Drive, Hazel Avenue, Rathmore Avenue, Slieve Rua Drive, Sweet Briar Lane, Woodley Park, and Kilmacud Avenue.
Regarding the proposed balloting of residents for modal filters, RRA is of the strong opinion that a simple ‘yes’ or ‘no’ style ballot for a single proposed solution is not appropriate and that alternative and a combination of traffic calming options should be considered. It is requested that DLRCC provide details and rationale for any alternative measures that have been considered, with a focus on considerations for a combination of options.
The RRA is of that opinion that the impact of road closures using modal filters would be significant, particularly on the Upper Kilmacud Road, whereby traffic for half of the roads of the estate would be forced to the Upper Road to access the Lower Road. This would represent a significant loss of convenience for local residents and would limit access to both Upper and Lower Kilmacud Roads. The RRA is also of the opinion that Modal filters could introduce parking chaos at certain locations, e.g. at the ‘Little Dale Academy’ creche on Dale Road for drop-offs and at O’Dwyer’s public house on Rathmore Avenue.
The RRA is also concerned that traffic volumes in our estate are likely to increase significantly with the completion of hundreds of apartments in Sandyford in the near future and, given that companies are requiring staff to return to offices more and more, this will also likely lead to increased traffic volumes moving through the estate.
We understand from speaking with Local Councillors that the next step in the process is for the completion of further investigation and analysis by DLRCC officials on a proposal, at which point they will revert to the Stillorgan LEA Councillors for further discussion, before formal presentation to the Dundrum Area Committee for approval.
In summary, given that the DLRCC concedes that there is a traffic issue to be addressed in the Redesdale estate, we request:
• clarity on the timeline and approach of DLRCC in advance of a ballot of residents and confirmation that residents would be balloted in advance of a vote by Councillors
• clarity on whether it is intended for a single ballot for all roads in the estate to be taken or whether separate ballots would be taken for each of the roads.

Road Modals Update
Proposed new Road Modals
Cllr. Barry Saul recently circulated a leaflet with an update on proposed traffic calming between the Upper Kilmacud Road and Lower Kilmacud Road.
These proposals were discussed at the October Dundrum Area Committee and a decision was made to defer discussion until the November meeting.
DLRCOCO management intend to put these proposals out for a ballot of local residents. To date we have received no information on the outcome of the November meeting.
Cllr. Maeve O'Connell informed RRA committee no proposal agreed yet on proposed road modals. Cllr. O'Connell formally requested a full local consultation with residents on options with a view to securing agreement on a scheme acceptable.

Area Inspection
Dateline: October 2024
On Thursday October 17th, RRA executive committee members met with John O'Connor, DLR Executive Road Engineer and John Plunkett for a walk around inspection in Redesdale. John O'Connor noted the areas needing attention, such as, road white line markings, actual road repairs, damaged kerbing, pavements in need of dish-out and broken road signs, this was fixed very quickly. He also took note of a seriously overgrown hedge obstructing safe passage on a pavement. Traffic Section were also asked for a timeline on the road lining.
We also contacted the Cleansing Section and they indicated they would send a crew to carry out weeding work. We also asked Parks Section to remove the two tree stumps at 18 and 21 Rathmore Avenue.
As a result of the DLR inspection the RRA now have a direct contact in John O'Connor with no further need for deputations to his department.
